Default Toe adjustment

Does the tie rod end need to be removed from the steering knuckle to adjust the toe?
I don't see the usual turn buckle adjustment. Or does it swivel on the inner end by the rack ?
thanks jt

The inner end swivels. Just remember to take the clamp off the rubber boot before you start and put it back on when you're finished.
