Default Ricerism?

So I'm driving home from work today on the 4-lane main street out of town. It has lights every block and has a 45mph speed limit. As I get towards the edge of town, right before it goes to 55mph and a light every mile or so, some dude in a Prelude comes weaving through traffic to either catch up to me or just drive like an a-hole, not sure which. As we come up to the last light before it gets rural, the light turns yellow. I jump over a lane, just in case he wants to play. Instead, he guns it and goes flying by as the light turns red. I'm like okay, so that's how bad accidents happen. It's a nice looking Prelude, slammed nice and tight, the paint was a deep blue and the whole car was actually the same color - no faux carbon fiber dangling anywhere and no stickers to be seen. It actually sounded ok for the size can hanging off the back, which was big but not obscene, and I figured he actually had some exhaust work and not just the fart part.

So anyway, as I cruise up the road, guess who's sitting at the next light? Prelude-boy. I slow down just enough to slowly roll by him in second gear right as the light turns green and I actually wait for him to get on it. We had about a 1/4 mile to the merge and figured if he wanted to go we could. But nothing! I was like wtf?. So I stop waiting and slowly drive on hoping he would try to fly by me and get denied. A little ways up I am in the left turn lane and he revs at me as he flies by. Is this ricerism? I hear about it all the time but I think this was my first ricer fly-by.

Lame, just lame. I thought it was a nice looking Prelude to not be riced out and all but ricer is as ricer does.
