Honestly, it didn't take all that much, try out these mods for pretty cheap 12-13 second passes:
Boost controller kit-$50
ACT clutch & press. plate-~$300
Used EVO injectors~$50-100
I got a hell of a deal on my turbo, but you can pick up a used 16g for $400-500 (or even new)
Amp wiring kit (to rewire fuel pump with larger guage)-$20-40
All the rest is just weight reduction, I took out about 150-200 lbs. of stuff I didn't need, and I still have A/C.

Nah, they don't really need internals unless they're pushing 450+ daily, and that's only the rods.

Usually when people blow 4g63's it's because it's running too lean with too much boost.
