You'll need gears, full exhaust, and bigger cams just to keep up with him. Otherwise get some nitrous or a blower. If you don't do either he'll smoke you big time.

 

You run a 14 flat, he will run around a 13 flat if he's a decent driver since he's got DR's. Slap a 100 shot on and its a drivers race.

 

Or you can be like my friend and race him from a dig, and they seem like sloths out the hole since they cant get traction for nothing and take him from 1st to 3rd lol but yeah hes a new driver so revvs like a mother and drops the cluth so im hitting 2nd by the time he moves lol

 

Actually I'm not a very good driver... I have many 13.5 ~ 13.6@ 104~105mph passes where Ive missed gears, didnt get it into a gear before releasing the clutch, or just didnt get it out of a gearbefore slapping the limiter.

 

put some dr on there and it will be closer but you will still lose

 

The SS in question has drag radials, traction will not be as much of an issue.

 

I raced my friend 99 Camaro SS and it was not even close. I got DESTROYED. He does have headers, cams, intake, exhaust, throttle body.. but even if he was stock he still would have taken me, but I wouldn'thave felt like I was driving a civic after. I have a 2006 Mustang GT.
He took me for a ride in that thing after and it was pretty amazing. It would pin you to the seat to the point where you couldn't breathe through first and second and it didn't stop pulling in third.

Even if he didn't have drag radials he would (or at least should) maul you. The sticky tires will make it that much worse; the tires are the biggest handicap these cars have from the factory with respect to drag racing.
Is the SS a 6-speed or an automatic?
