CAI/TUNE?
I searched and didn't really see an answer to this...
Should I look at a cai/tune or exhaust? The exhaust will make it sound better, but I'm sure the cai/tune would add more hp.
Next question: is there any recommended packages. I saw a package a second ago that had a Cai and SCT tuner go together for $5xx. Is the tune actually right or will I have to go somewhere and have it done? Is it worth it for that instead of exhaust right now?

I would go with the CAI and Tune, I picked up 22rwhp with it. Had the car dyno'd stock and then with the CAI and Tune. Most S197 people prefer Brenspeed and Bama. I have the C&L CAI and I really like it with the XCal2 tuner.

Well, apparently you can break into the 12's w/ intake/tune, so that'd be my choice. As for brands, I'm not a Mustang guy, but I seem to hear nothing but good things about Brenspeed. Also, the SCT Xcal....
You are gonna have to leave street/strip once in a while and visit the 2005-2008 section.
Cold air intake/sct tune is your #1.

As you said cai/tune for power or exhaust for sound. I prefer sound ahead of power on my list for mods, because how many times do you wot a week or race? You hear the exhaust all the time though. And oh boy do I lovenice exhausts onV8. I'm a sucker for that sound [8D]
meh, CAI/tune to start, but exhaust (full) w/ a tune will yield ~ the same gains IMO.....the goal of exhaust to many is "it sounds good", but what it's really doing is reliving back pressure that holding your HP numbers back. example, on the mach 1's the first mod you would want is a mid pipe and tune, this will net us ~20+rwhp and almost no torque gains.* So you see the performance side of the CAI/Exhaust reasons is to flow air in and out as effectively as possible. and that will give you the best gains and make the most of your HP.
***So i am going to give you another option other than listed. Drop the tune (for now) and get a CAI and a midpipe, and if you still have some left over buy a used cat back. this will free up more HP, and make it available when you get a tune.***

Gotta get the CAI/SCT tune combo. The intake alone is not worth the bother. It's the tune from Brenspeed or B A M A that makes the difference. And of course, a custom dyno tune is best.
I had a '89 LX and '99 GT before my '05, and the 2005 NEEDS THIS. They came from the factory with a very conservative tune. Ford kicked it up a notch in subsequent years, but most of the '05s are choked.

Unfortunately in most cases you have to do the tune when you get the cai or the car will run to lean. C&L sells a cai with a sleeve as a "no tune" option but the gain is not that good. S197's do not respond as well to the exhaust options because the already come stock with an h-pipe and 2 1/2' exhaust.

mach 1's come with an H pipe too, and im telling you the tips might be 2.5", the pips from the muff's might be 2.5", but the mid pipe is 2.25", and ANYTHING you do to reduce back pressure will make power. CATS kill airflow, so if you remove them....bing bing bing more power.
