I'll give you a way to do it for under 2k. Buy slicks and skinnies, big stall, and a nitrous kit. Spray a 200 shot off the launch. Your tires will hopefully come up before all your **** breaks. If you want to do it reliably than it will cost you over 5g in mods more than likely. Built rear, slicks, built trans(to handle the amount of power your gonna be making), heads, cams, and a big shot would probly be the cheapest reliable(yeah right) way. You should set a goal as far as 1/4 times, not making your tires lift. You should be trying to keep your tires on the ground.
