Wow, yeah I'd say it definitely needs paint lol. It looks like the shifter boot might be torn and I can't really see the shifter ****, the steering wheel is probably worn but that's to be expected from that old of a car; the interior looks really good though, it just needs cleaned up a little bit. I'd probably offer him $3500 and go from there.
As far as octane goes, these cars actually have a switch on the console that allows you to switch from regular unleaded to premium. In unleaded mode you only run 8 psi (maybe 9 psi on the 86's, I'm not sure) and in premium you run 15 psi and the timing is bumped up some.
It looks like the front clip is off, does he have it, and does he have all the lights?

He said he took off some things on the front that need to be put back on.

Have a little knowledge on the SVO since running that type motor in mine. I will tell you that passender turns lens is rare, rare.[Have read 300+ dollars used on e-bay] Also front nose piece and hood. Interior looks real nice, Notice still have original wheels. As with any Mustang that age look for rust and accident damage. Some people are changine them. If can paint reasonable price. They are getting rare.
If you can get me the VIN I can have somebody check it in the registry over on SVOCA and maybe get a little info about it. But yeah, my mom was the same way, I waited until we were on our way to get it before I told her it was turbocharged.

Got an email back and he said it only needs the side spats to be complete. So that is around $200-400 and then paint will cost me about $400, dad will paint it for me. I would still have around 1k extra to save incase something breaks. I still have some parts I need to sell and that could get me new rims for it, but I will keep the original ones.
Still hoping for the guy to pull through and come look at the 67 and buy it.

It sounds like you've got a pretty good plan for the car, good luck in purchasing it. These are really fun cars and once you have some boost, trust me...you'll want more.
Just sit down and come up with a list of pros about it (safer, good gas mileage, no faster than your old Mustang, etc.). Hopefully that works, because these cars are a hoot to drive and they're only getting more rare.
