Default HID Problems

so i bought the dual beam BI-Xexon kit from VVME HID, and they look great but dont fuction correctly, when the low beams are on (switch in middle post.) the high beams are on, then when i push the switch to the High beam post(all the way forward) the only thing that happens is the fog lights go off like they should, but the wierd thing is, is when i pull the switch back to flash my high beams the low beams come on. then also if i have the lights completely off during the daytime and i pull back to flash my high beams then the high beams actually work, i cant figure it out all the wiring is correct, is there something i need to switch like a relay or fuse?

There are a couple nice little tricks to get the fogs to work full-time reguardless of high-beams or not.
