If you're in an emissions state, forget about headers. You'll never pass inspection...also forget about O/R mid-pipes for the same reason.
Save for a supercharger or Nitrous (a 125 shot will make you giggle like you never have before and is cheaper than exhaust)...and I agree on the gear swaps. I have run 3.73's in all my mustangs as I feel it's the best all around gear.
Man I still don't know why so many guys pitch long tubes out there. Yeah they do make power, but not in every case, and it's negligable on low power (below 400 rwhp) applications. Mod motors are only 281 cubes, you're not producing any more exhaust gasses without a power adder. L/T's are OVERKILL on a stock or bolt-on car...especially a small CI mod motor. Not to mention they're ridiculously priced. For the 10 rwhp (if you're very lucky, in roughly 10 Mustangs in the last 6 years, I've seen L/T's actually make less power than stock ones in NA configurations) they give you, you could've just bolted on under drive pulleys. The only way you'd gain noticable power from long tubes is if they were 180 deg headers, which they are not.
The stock shortie headers are fine for you bro. Go with spray and gears and you will destroy any full exhaust, bolt on cobra you pull up next to...not to mention N20 is legal in MOST states...even California.
