Ugh,

I have had my 99 cobra for a little while here and I know slim to none about cars. I would love to learn more about them so I have been lurking around forums and reading as much as I can. The first problem I have is the gauges for the car. When I start the car up the gauges wont come on for a good 10-15 seconds. I cannot for the life of me figure this out. The next is my fuel filler ring is broken I think, I can never have a full tank of gas because it splashes out of it. My main concern is the gauges does anyone know why they aren't coming on right away? My fuel gauge is especially a pain because I will fill the tank 7-8 gallons and my fuel needle will show its still empty. Any help would be appreciated.
