Default timing

so i finally got my tax return back the other day and gave the guy the rest of the money for the 91 Ford RAnger with the 2.3...I guess from the time that i test drove it and my friends dad agreed to sell it to me his son messed with the cam or put new rockers? in? His son diddent know that his dad had sold it already so thats why he did it. so heres my question....

When i first started it the idel was like 2k but i had to get it home so i started driving it down the street and it wouldent go past like 1200 rpm even with the clutch in and gas pedal all the way down. the guy i bought it from towed it to my house an i noticed it was on "E" so i put 2 gallons in it. After some cranking it started but would idel at like 500 rpm and die ( it would be at 1000rpm if i kept cranking) so does it sound like the kid diddent time it right? Im going to check it after school at like 10::00 my time ( 2 1/2 hours )

edit - it was smoking ALOT when i got it running at my house after putting the 2 gallons in.

Get. Your. Money. Back.

Even if his son did it, the guy who sold the truck is still responsible. Either he refunds your money, or he pays to have the truck repaired by an ASE certified mechanic, no more home fixes.
