in theory your both right... it locks the car out of OD by getting rid of the last gear which improves how fast you accelerate.... as a drawback you can only accelerate to 130, where with OD on you have a whole other gear to play with
it's like a rubber band... with OD off the rubber band is alot more snappier but dosn't have the speed at the end... with it on, it's more of a relaxed mode and you don't really get that jolt from low speeds like you would with it off

thrid gear is third gear and the 4R70W doesn't shift out of each gear at almost redline anyways
turning OD of does absoutly nothing for performance.
