Well a boost controller is just that, a product that controls boost. Basically its something that contols the boost level produced in the intake by affecting air pressure to the wastegateaccutator.(the wastegate is thevalve thingy thatkeeps exhaust gasses away from the turbine)(and the wastegate acutator controls the wastegate). So all in all its a thing that allows less or no pressure to push against the wastegate. less gasses will cause the turbine to loose speed which will also reduce the speed of the compressoin. Ok with that said boost controller basically allows somepresssure to escape out or into the intake. Understand

Edit: didnt finish got a little ahead of myself lol

Did that help at all?!?! Im not very good at explaining things but i did the best i could. I tried not to use real technical terms either.
Edit: All you really need to know is it controls the air that is presented at the wastegate, by either blocking it or letting it escape out into the air or back into the intake. maybe that will make some sense haha

Not real sure man buti dont think so.I know that most cars if not all that are turboed from the factory have boost controllers but not sure if they come with turbo kits.I know Hallman and Boostvalve are two companys that specialize in them. You can also either get a manual or electronic boost controller. If you really wanted to you could make your own, but if you really dont know what your doing i wouldnt recommend it.
