cold air intake backwards i guess...yes it can be cleaned...u can use air to blow it out or u can wash it out and let it dry...i think

iac means Idle Air Control Valve...clean it with carberuetor cleaner...it cleans the carbon deposit gunk off the valve

yeah, but you need to prep it since it's most likely corroded to hell and back. Use a good primer and quality paint and it should be ok, gloss black always looks good.

why the heck would you paint the iac? sure if your painting the whole intake i could see it but that would be kinda weird if you just painted the iac alone.
