Default Question about a 96's speedometer...

Okay someone told me that if I get bigger rims, or get gears my speedometer will be off...( of course i knew that ) but they also said that a tuner cant fix it since its a 96....and that i need a gear for it....

I thought that a tuner could do all that for me just punch in the gears and tire size and im all set? What is this gear anyways? Do i need it?

i believe that the tuner will only fix it if the car isa 99 or newer.. gears are the way to fix it..
