Whistling noise?
if the whistling noise is too loud, you might wanna check the screws that hold the throttle body and the CIA, but thats only if the sound is too loud, you might have a leak of air going in.
When it hit below 30* here mine whistled loud as hell when I would first start the car up. It was discustingly loud. People always think I have a s/c when they first hear start my car, even in normal weather, it doesn't bother me. It actually scares off a lot people from talking **** thinking they can beat my car in a street race lol.

i just installed a CAI on my 98 v6. Is it normal for there to be a whistling noise?

I have a 2000 Mustang with a CAI and it whistles often. It is nothing to bad, and after using a mist test I was not able to find any leaking. This leads me to believe this whistle is internal and nothing to worry about.

Next thing to do is get a C&L or MAC 73mm housing and cut out that restrictive peice of stock crap. Your stock TB will work great for you and when your done putting all the bolt ons you can find on then you could go for a nice new 70mm TB, its not much gain but it will top off your NA bolt on list.
You also might note that the exhaust is a little louder, thats a great little gift the magic of increased volume will get you
