Default Ebrake?

Howdy
I am new here and do not know how to search any archives yet. But I have a 2000 V6 and about a week ago, I pulled up on the ebrake and it came loose in my hand. It is still fastened down in the rear, but the front edge and the floor that it is bolted to bent up. The floor around the front bolt rusted out and gave way. Is this a common problem that ford will deal with, or do I just have to weld the patch myself? I sent the car in for E-brake repair about 2 years ago when there was a recall issued, but I swear they changed nothing. The ebrake was never tight enough. The floor was probly weakened because on a hill, I would have to yank the damn thing pretty hard to get the car to stop rolling. Any input would be greatly appreciated.
Thanks for your time

Patrick
