You could just cut out the muffler and put in a stock one, you could find it cheap at a junk yard and could be done pretty quick if you have a welder or access to one.
And I am guessing that you need it to be not so loud to pass a test or something. My 2cents on that is that after the test don't you think people are going to notice a difference in sound and loudness before and after the test? Did you get a ticket or something?

I never liked noise limit laws, I can understand emissions standards and stuff like that, but a noise limit is a little too big brother for me.
One thing that might work, but if you need to pass a test they might see right through it is to weld a piece a metal over the end of your pipes, cover about half of it, not sure if that will limit the sound enough to pass the test but should be good for a few decibels.
