high beam indicator possible replacement

Default high beam indicator possible replacement

my '96 high beam indicator in the dashboard will not light. normally i wouldnt care but i cant pass inspection without it. the high beams do work and the indicator wont even light up when i first start the car. all my fuses have been visually and resistance checked and are good. i'm assuming the bulb is bad so i may need some "help for dummies" on how to replace that bulb. even better, is there possibly a way to check to see if the bulb is bad without tearing the dash apart......i'm assuming thats not an easy job. any help would be appreciated......driving around without inspection is gonna cost me a ticket pretty soon. thanks guys!!!

Not the entire dash, just the gauge cluster, not too bad at all really. Just a handful of screws.

well, i replaced the bulb and that didnt fix the problem. i am wondering if the instrument cluster where the gauges and indicators are is some how broken and needs to be replaced. the thing is though, everything else on it works. any ideas?
