Default ANNOYING problem

Coming home from work the other night back road, raining, fishtailed around a corner and dash lights gone. popped fuse 38 and replaced it, soon as i turned the dash lights back on pop the fuse goes again. Im guessing bad ground or wires touching? anybody know where the problem could be starting?

If the fuse is popping then it most likely won't be a bad ground. It is probally a short somewhere in the system, I start by climbing under the dash and looking for a pinched wire.

okay climbed under that tiny dash and looked for wires it is no longer popping the fuse instead the lights just aren't coming on at all. I did notice a clicking noise coming from somewhere every time i inserted the fuse. I can't determine where its coming from though.
