Windshield wipers not working

Default Windshield wipers not working

I recently bought a 2001 mustang, it has a few problems. 1 being the windshield wipers don't work, this isn't a huge problem here in california, but i still want them to work.

The problem is that i turn on the car and the wipers will not move at all when i turn them on. The windshield sprayer doesn't spray also, the turn singles work so I'm not sure if it's the switch because the switch high beams, and turn singles work, but the windshield wipers/sprayer does not. Any help on this would be great!

The wiper system is on a different circuit than the turn signals. Is power getting past the wiper fuse?

I tested the fuse outside of the car and it works, however I'm not sure if it's getting to the fuse or past it, what's a good way to test that?

Test lamp, or multimeter.
