You're right in your initial thought that a blow-off valve is only for Turbos but since a centrifugal supercharger is, for the lack of a better description, a modified turbo it also benefits from a BOV. The valve is only used on F/I cars with a turbocharger or supercharger. When you are giving the car heavy throttle, there is a lot of pressure in the intake, and when you lay off the throttle suddenly, that pressure needs to be released. This is what the blow-off valve does.

On some cars this valve is tuned so you can hear it from outside the car. It makes a distinct "whooshing" sound when the driver lets off the gas suddenly.

a blow off valve is always on the intake side or it is completely pointless. The blow off valve's purpose is to release excess pressure once the throttle is closed. Once the throttle is closed, the boost coming from the turbo has nowhere to go, but backwards. This is very dangerous for your turbo because it can spin the blades backwards and jam or even damage them. With a bov, the blades can keep spinning between shifts, the boost just goes out the bov instead of back into the turbo. If the bov were on the exhaust side it wouldnt do anything at all. It would never even open because the pressure isnt great enough because there is enough flow through the exhaust. I dont mean to be mean, but if you think your buddy has an sti with a bov on the exhaust you are either mistaken, or lying.
