Question Difference between 91 oct and 93 octane

I am looking at getting a tuner and I was wondering a few things:

1) Has anyone tried the same setting on both 91 and 93 octane and do you notice a difference. Most gas stations here in Oh have 93 but some only have 92.

2) I know the peformance setting is for better gas milleage and the race tune is for, well just that. What exactly is a torque setting for? Can someone give me a quick explanation of what torque is? I am kind of new in the car world.
