Default Clear Coat Flaking off 19in Stock Rim

I have s 2011 GT with stock 19in rims. One of my rims is flaking off the "silver" finish on the rim. The color underneath the silver is black, and I think I like the black better than the silver.

My question is this, how do I remove the rest of the silver from the other wheels? So that they are all black? The messed up rim was helped along by a power washer, but I don't think that will work on the other three.

Thanks

Sand blasting or some other type of blasting should work. Check with someone who does powder coating in your area. The powder coater by me does sand and salt blasting to prepare items for powder coating.
