It's all in the tune, and knowing what your locality requires.
For some parts of Texas, we can now have only 1 'not ready' to pass the OBDII part of the inspection. It makes it a little tricky, but it can be done.

And being F/I, no way I can go back to stock setup or tune very easily.
But starting with a tune that leaves things on and if you have long tubes, accounts for the delay in signal processing, will do what you need.

It's common for tuners to "turn off' the rear O2 sensors, but that still leaves the OBDII monitor tests in place. Since the sensors are "off", the tests can never run, and you end up with 3 "not ready" tests as a result, all related to the rear sensors not being on.

Now if you got rid of the rear sensors, well, you'll probably need some O2 simulators as well as the tune enabling the rear sensors.

You can pass Cali emissions with LT's as long as they are CARB approved.

Thanks tx_zstang and others that was what I was expecting. For 00mustanggt6 Florida does not have a state wide vehicle inspection since we voted them out in the early Eighties. The state did leave in a law that if the air quality for a county dropped below a certain number for X number of days/year, that county would have to re-instate vehicle inspections. I know that Duval County had them back in 2000 and I believe 3 other counties have inspections. It's only a matter of time and air quality before the entire state has inspections again.
