Do all 2011 Mustang models have Sync?

What you call deluxe is called Premium in Mustangs. All trims, from the V6 to the GT, have the "deluxe" AKA Premium sub-trim packaging.
The only trim that does not have a "deluxe" (Premium) sub-trim is the very top trim, the GT500. The GT500 by default is already considered "deluxe" or "premium" even with no upgrade options.
I believe the new 302 Boss trim will not have a "deluxe" (Premium) sub-trim either; the Boss as it is is probably just like the GT500; already considered a "deluxe" as it stands even with no options added.
Now, I don't think Sync always is already included in every single "deluxe" (Premium) sub-trim. Even if you buy a GT Premium, for example, I believe you still have to option out the Sync as an upgrade option.

I totally skipped out on all the electronics packaging so I am ignorant to the electronics offered from the factory.
I didn't want factory upgraded electronics because I have my eyes set on an aftermarket Pioneer double din set.

The OP got confused on what defines base and what is Premium and non-Premium.
When he said base, I think he mans the V6 trim. What he calls "deluxe", he means the Premium version of the base trim, or what we would call the V6 Premium

The past few years Ford had the base model described as the Deluxe model. I went back to the Ford site and see they don't say Deluxe any more. They just describe the base model as V6. The Premium as V6 Premium. Easy enough I guess!
