It's very hard to see on the photo, but the marks are actually indented.

If you have determined that it is real chrome, and not plastic, then it might be pitting. Maybe try keeping the new piece waxed with the same wax you use on the exterior paint. Chrome loves wax protection.

I had the same issue with my brushed aluminum steering wheel thats why I painted them red!
