A vacuum-controlled metering device that regulates the flow of crankcase fumes in the positive crankcase ventilation system by allowing more flow at high speed than at low speed, and acts as a system shutoff in case of engine backfire to prevent an explosion in the crankcase.

A valve usually located in the rocker cover that vents crankcase vapors back into the engine to be reburned.
Its known as a Positive Crankcase Ventilation Valve.
Its for emissions. In the old days, engines used to have a pipe called a "road draft tube", that used to vent burnt oil & combustion fumes directly to the atmosphere. Now, with the use of PCV valves & other devices (EGR valves, etc.), those fumes & combustion byproducts are returned to the engine to be re-burned keeping the air we breathe cleaner.
