Default behind the dash questions

there is a black box next to the fuse box under the dash on the drivers side. if ur looking at it with the dash still in the car it has 3 white plugs where something could be pluged in. is it nessessary? also the box behind the dash on the floor, it says restraint system. would that be the seatbelts, airbags, etc. im not running any of those on my car so would i be able to remove those aswell. just looking to remove as much weight as possible. the metal plate behind the dash weighs in at 65 pounds so thats gone. i made a custom bracket that comes off my rollcage to hold the steering wheel so the dash only weighs 16 pounds now. but i need mounting points for all the wiring so the more i can delete the more i can save weight.

I believe this is the GEM box, it controls power windows, door locks, interior lights, door chime, and others...
