So, anyone know of a way to tell if your car has been tuned or not?

The only way is to download the tune and compare it to a stock tune for your strategy/box code. A good tuning shop should be able to do this for a minimal charge, or probably "free" if you also buy a tune/tuner from them.

A Ford dealership could also do it using Ford's IDS (Integrated Diagnostic System)--if they have a tech that knows how. I would not expect them to do it for free, or for a minimal charge. It is too bad you are not near here as I could do it in less than 10 minutes using Delta Force's interface and software.

Here is my current tune being compared to the stock tune, by telling DF Commando to "mark changes" it becomes pretty obvious it is not a stock tune:

I guess that's normal; I don't remember. Ever since I got S/Charged, If I want, and I don't , I can spin the rears almost all the way through 3rd, up to about 80mph. That is with 275/40/17 tires, too. If you have a Police Cruiser, you can probably look up on a Ford site, I don't know which one, and they should tell you what was done to it to prep it for Police use. I know they are quite a bit heavier. I know that they modify Crown Vics, or whatever the hell the other Ford is that they use. Personally, I wouldn't want a Police cruiser, Cripes they put 50,000 hard miles on those units every year. If it's not loaded with miles, then I seriously doubt that the Cops used it.

That is most likely because of having stock size (245/45-17) M&S rated tires with a 380+ treadwear rating...

I'm running 275/35-18 NT555s. They're pretty worn down, though. Need some new ones here soon.
