'98 Mustang GT Runability problem please help!
Ok, so I'll explain this to the best of my ability...
Car's ran fine all summer with no problems. I'm on my way home from work the other night (after a storm and it's foggy as hell aka lots of moisture in the air). And outta nowhere "Surges". It lost power and came back. Felt like if I were in first gear and punching the throttle in and out repeatedly. It wasn't a mis-fire I know that. It was WAY more deliberate. I swapped intake manifolds a few days ago, so I re-checked anything I touched or moved when doing the install and everything from what I'm seeing is just fine. Got worse the other day. If I hit a bump (something enough to shake the front end) it does it now. If I try to accelerate I can "lightly". But if the motor's put under any kind of load it'll surge. I was thinking timing at first...that is until it started doing it from just hitting a bump. I'm so lost. It's obviously something electrical...maybe a ground??? I'm not sure. What's more is it'll throw the CEL while it's acting up but the CEL won't stay on for me to check the code. Really hoping for some help here guys! Thank you

It sounds like its either electrical or the fuel pump. Check the ground from the body to the engine and from the battery to the body. The one from the body to the engine should go from the motor mount on the drivers side to the frame area inside the bumper? Something like that.

Fixed it!
Ok, so I did check the engine to frame ground. Which was a little corroded, but wasn't loose. So I cleaned it and re-attatched it. Turns out it was a dirty IACV and my EGR gasket was apparently shot. The IACV was dirty as hell from my PCV being bad (which I replaced at the time of the Manifold). My PCV was letting more oil than air into the throttle assembly. Took some cleaner and got it cleaned as best I could, put it back on and re-set the computer and she runs like a top now. I also replaced the EGR gasket for obvious reasons, and the fuel filter is getting replaced this friday. I'd do it myself, but I don't have the Quick release tools for fuel lines. So this little fix cost me $3.15 (EGR gasket) Also, I'm thinking I'll check fuel pressure once the filter is replaced...just to make sure there's not something having to do with fuel. Thanks a bunch though guys, I appreciate the input!

Interesting, didn't have that on my moms 98 GT. This is the steps straight from alldata as well for the 98's.
Raise vehicle on hoist.
Remove the push connect fittings at both ends of the fuel filter. Install new retainer clips in each push connect fitting.
Remove fuel filter from bracket by loosening worm gear clamp. Note the direction of the flow arrow as installed in the bracket to make sure proper direction of fuel flow through replacement fuel filter.
