Default slack in the parking brake

Since this is a convert, and the parking brake needs to be engaged to lower top, the brake has been used a bunch. How do i diagnose the looseness and repair? Where to start, the brake shoe springs in the back? I have had this car a short time and want to fix all of the stuff the PO didnt.

I would look at the cables. It is very possible they are stretched. The park brake only needs to be engaged about one "click" for the top to be raised or lowered, fyi. Its all about engaging the switch.
