Bad sending unit or fuel gauge

Bad sending unit or fuel gauge
So I ran out of gas today and the gauge said 1/4 it seems to work untill it hits 1/4. It does seem to stay at the full mark longer than it seems it should. Us this more of a sending unit or gauge cluster issue. If its any relavence my take sticks as well.
