Everyone is right. Get all of your other bolt ons and exhaust out of the way. I have the 75mm TB and Plenum set up on my 96 and that combo made the most difference out of all my bolt ons so far. Like tcuallstar said 5mm won't throw you off that much, so just go with the 75. But if your looking at a KB, don't waste the money on either. The KB requires a different set up like 04bluegt said. A guy that did my porting work told me something that made alot of sense. The 70mm tb enlarges the whole of the Tb right? Well after that, the TB isnt the restrictive factor anymore. It is the plenum, or the top of the intake manifold. You can actually mess up the flow if u have a big piece in the middle of a buncha smaller pieces. Bigger is not always better.

I have a 1.7 kb and a 75 mm tb.
But you don't use the plenum for the kb. So it is a 'waste' of money if you end up going for the kb.

kb offers 70mm and 75 mm accufab tb's on their site for sale.
