Use some mild cleaner wax or polish to confirm the presence of clear coat:
Rub cleaner wax / polish on the wheel. If the polishing cloth turns BLACK, there is no clear coat on your wheels. The black residue is metal.
If the only color on the cloth is that of the cleaner wax / polish, the wheels are clear coated.
Clear coat is paint without pigment. treat it like any other painted surface: Wash, clay, polish, wax/seal.
Bare aluminum requires metal/billet polish followed by wax.
Either way, brake dust eats away at all wheel finishes, so you need to keep your wheels clean.
I've been keeping my painted centers and bare polished rims looking new for nine years using a hand held steam cleaner. I steam clean the brake dust off every two or three days, polish once a month and wax the bare aluminum every week.
I also use the steam cleaner on factory clear coated wheels. It's quick and easier on the finish than any chemical wheel cleaner.
