Default Push rods

Is it possable to get shorter pushrods to make 1.7 rockers give the same lift that 1.6's would.

That would change the valve timing in relation to the new rocker ratio. It will work fine and the difference would probably go un-noticed for a while but Im not so sure the rollers will ride where they are supposed to.

shortened push rods are mostly used for decked blocks and milled heads, they have nothing to do with the rocker ratio

Nope....it doesn't work that way.....what's the problem with the 1.7 ratio lift you have, or will have now?.....
