when the engines not running the lifter isnt pumped up with oil, inside a hr lifter is a spring, when you turn over the motor the spring will compress giving you false readings.

take a old one and take spring out and cram full of what ever to hold it closed and not give///use it...i out a buncha bbs in it and closed it and it was as good as a solid lifter... what ever ya solid lifter measures,then the good lifter will not push the pushrod down more,the good plunger on good lifterwill collapse and wont push as far as a solid..
then why do you check it with a solid?
theres no give on a solid lifter, the plunger wont move in and it will give you a good reading
