Sticking Throttle

I have a 1989 Mustang 5.0 and for some reason when i put my clutch in or put the car in neutral, the car will somtimes jump to about 2000-2500 rpman stay there unless I turn the car off it will be ok for awileso i was wondering if anyone else was having the same problem and if so what the fix is????
