Default Starter Solenoid

Okay, random question that has been bugging me....The fender-mount starter solenoid....are they supposed to be grounded by the metal mounting plate on the back? My screw holding mine in is stripped/loose, but I don't have any problems starting or anything...just wondering...Oh, and does anyone know where to get like a power distribution thing, just something I can put my battery cable on, and then branch off accessories from there?....that constant power terminal on my solenoid is starting to disappear
