That is not even close to how it feels. a P/S rack with no assist is much harder to turn then a true manual rack.

Is running the power rack without the pump bad at all?

I used to do it on a track only car, and its not really an issue. I actually liked the way the steering felt with that method best.

My current car has me in all sorts of crazyness trying to find a bit of slope in the steering wheel. So far replaced the shaft/Rag/and Rack, there is still a small amount of slop in the wheel.

I can move the wheel about an 1" in both directions before the wheels go, like a dead zone. I wish I knew someone close by with a stang to see how there's is.

to the O/P I like the effort it take to turn the wheels better then the mush feeling with the P/S the feel of the road is just better. cant you feel the road in your steering and the way the car rides and handles?
no thats my legs, legs are 30" in circumference, arms are about 19.5" LOL.

but to add to my original post, i converted to manual steering before i started working out, still wasnt an issue back when i was tiny

Power is nice if you plan on doing AutoX or road racing a lot, having only 1 hand on the wheel in hard corners with no power while you shift can fatigue your arms after a while, otherwise you get a gearbox with a good ratio, but then you have to turn the crap out of the wheel.
