I did put the original EEC back in the car and the problem is cranking, but if u watched the video,

underneath the air filter is a relay that is making noise, either the fuel rail or the injectors are making some kind of vacuum/air noise, and some times when u put key in and turn to "Run" the fuel pump will either prime or it will stay on until I turn off ignition. I am gonna run codes early this morning and I will post my results. Car is 5-speed.
Why do u think it is doing this?

Ok this is the latest
I did most of the stuff on the "Surging Idle CheckList". and take a look at the video and this is whats going on.

I tried to run codes but when the ignition is set to run, my OBD1 wont go into test mode. Its just got one long beep sound.

your "vacuum noise" is exactly that. Vac noise. The engine builds vac while its running ...completely normal
Your fuel pump problem is a bad relay, not your ****ing computer!
and that "noise" you hear at the rails. is just fuel passing through the regulator. again, completely normal

Did you ever do a fuel pressure test? The fuel pump is supposed to prime for 2 seconds until the PIP signal is received by the ECU and then it shuts off. Then once the signal is received again (while starting/running) it kicks back on.
Replace the fuel pump relay and see if that helps....
unplug the ECU then turn the key on and see if the pump still does it and let us know...
Then for ****s and giggles, plug the ecu back in then uplug the TFI and see if it stays running....
