Default Vacuum Question

I've been working on my warm restart idle issue for some time now. Im going thru all my vacuum lines and found this one going to the bottom side of the intake. It has what seems to me to be a check valve at the end, while the motor is running it sucking air thru. Is this what is supposed to be on there or is this something the previous owner has done. The EGR and AIR Pump have been bypassed. Just trying to get my head around where all the vacuum lines are and what needs to be blocked off.

That's your PCV valve.. should be plugged into back of the lower intake.
