Hanging revs

Hanging revs
Had new clutch installed after clutch cable broke in 95 gt. Got it back and noticed when I shift, the revs hang or sometimes even increase. If I put the car in neutral and coast to a stop, the rpm's will hang between 1200-1500 rpm's until the car comes to a complete stop.
Searched and most people said IAC so I changed that two days ago. Same problem is still occurring. Doesn't really seem like the new part changed anything.
Would a vacuum leak cause the same sort of issues? Or any other ideas? Many thanks for any help.

IAC never is, and never was your problem. The people who say so, have no freaking clue.
Have you ONLY replaced the clutch and cable? Did you put an aftermarket TB on?
Typically the hanging idle is caused by a vac leak in the 94-95 cars... although the installation and improper adjustment of an aftermarket throttle body, can cause the same issues.
