Default Vacuum canister not hooked up- why?

Something I've meant to address for awhile- when I got my Mach 1, there was no hose connecting the vacuum cansiter on the distributor to the carb. The previous owner rebuilt the motor, and I'm just wondering why he would purposefully not hook up the vacuum advance. Is there a specific reason for doing this to a street car?
