wire bush like you use on a bbq grill or they sell a wire bush head you can mount in a drill that will get most of it rest you can sand off.why not just por15 over it and be done.

POR 15 is paint that can Paint Over Rust (hence the POR). Look around, there are other products that do similar things. Look in FAQ as well.

Oh, and welcome to MustangForums!

you paint over rust it basicly kills the rust and leaves a hard coating over it i did my floor pan inside and out with it worked great.

You could have the underside mediablasted. expensive but very effective, i have spent hours underthere with a wirewheel and it sucks, you have to get it clean before you can POR-15, but that stuff is great.

I've heard the opposite, there has to be some surface rust for POR-15 to adhere properly. If it's too clean (rust wise) the POR-15 will flake after a while. This is all hearsay, I have never used the stuff.

I would wire brush, and sand, as much as possible. Then I would use a liquid (not water) degreaser and wipe off the remaining rust dust. Then, I would POR15 the bottom. Generally speaking, you will have enough rust remainng for the POR15 to bite into. The reason it flakes off is more likely to be that the surfaces are not clean and dust free.

Get yourself a paper suite, with a hood, ear muffs, and duck tape (for areas likely to scrape. Put you car up on stands, nad start at about 8am. Around noon you should have made enough progress to have a beer...
