Default 1967 tag question

65A I 2G

As far as I can tell from my book,

7 = 1967
T = Metuchen, New Jersey Plant
01 = 2 door hardtop
T = 6 cyl. 200 CID, 1 Barrel Carb
13 = New York District Code (?)
65A = Hardtop Standard Interior
I = Lime Gold Paint
2G = Ivy Gold/Bucket Seats interior trim code

WHAT is the %, 311, and H17? Could the H17 actually be 17H, the date my car was made...which would be August 17th, 1966...correct? Thanks a billion, as usual

Oh, and what are the strange little punches in the plate? Kinda like a 1x3+1 in the middle tetris piece. I've got three of them, seemingly randomly cut though the plate itself.
