69 grille on a 65

69 grill has high beams, but I get what you mean.
The 69 grill is actually 3 pieces: the grill part, and the two headlight bezels. The rear of the bezels are cut at an angle, but if you really wanted to embed fog lights into a grill, you could cut holes in a gen 1 grill and apply the 69 bezels through the holes for a finished look. Since everything is black plastic you won't have a billet look, but it's the easiest way to achieve your look. Good luck.

I'm not sure but check out the latest 'modified mustangs and fords' magazine...they have an article on modern day light/visual amenities for the classic mustangs. I'm pretty sure they have exactly what youre looking for, if i find the article I'll post more info later, good luck.

The 66 had an extruded aluminum grille that basically was a billet type. If you don't like the stock fogs, you could easily adapt it to an inset lamp. All you need is the 66 grille and latch support, it'll bolt right in. Cut some round holes in it if you like, it's a pretty solid panel.

I agree with all thats been said.
I vote for GT fog lights.
It wouldn't be all that difficult to take a stock 66 grille and modify it for a pair of fog lights though. In fact someone on this forum did that a while back. I can't remember what thread it was though.
