Best classic mustang mod IMHO
The best mod from my experience is the 5speed conversion. This makes the car a joy to drive!
If I was on a very limited budget...which I usually am...lol, I would port match the 289 heads to the K code manifolds and put in a small cam, maybe the hydraulic version of the K code cam. I would put 3.55 gears in and do the T5Z conversion which has a .63 final drive as opposed to the .68 on the regular T5. On 14x70 tires you can cruise down the highway at 2100 rpms and enjoy the benefits of the lower geared rear end at the same time.

The best inexpensive mod I've done on my fastback is the Granada disc brake conversion followed by the not-so-inexpensive rack & pinion install. As soon as my C6 dies I'm going to put in an AOD tranny & steeper gears.

Port-matching would cost you a gasket set. Even with the stock manifolds, you'd see an improvement.

The Arning/Shelby drop is pretty cost-effective, too.
Arning/Shelby Suspension Drop
That cam you mention is the C9OZ-C. Fella near here used one with a little port matching, and Edelbrock 600 carb with RPM manifold, stock distributor tuned to BOSS 302 specs. Turned 323 hp on the dyno. That's what I call a low-budget beast.

The perfect example of that is the guy who used a C9OZ-C hydraulic cam (nearly identical to the 289HP) and cleaned up & port matched his iron 67 heads. Horrible openings, very rough, big internal smog bumps. Turned 323 hp on the dyno. Pretty good for a low-buck engine.
