Default emissions people....I'm stumped.

I have been thru emissions more times than I care to admit this year. At cruise, the car is fine. I am allowed 450 hc and 5.00 co. I am running at 200 hc and .35 co. At idle however, I am allowed the same standards but, am running 800 hc and .35 co. It seems I am out of things to replace. I have replaced the starter sol twice due to it failing to start when I got there. I replaced the coil, plugs, wires, cap, rotor, rebuilt primary side of carb, coil again, failed after carb work....been playing with timing and currently it is up to 14 degrees at idle. There is no ping and it runs really good though.
Not sure if it is related but, it seems that my valve like to "tighten" up. I have a slight miss at idle. I have been over and over this motor and have checked compression sever times. I once found that #1 only had 50 lbs compression and #2 only had 50. Turns out the valves were tight. Not closing. The other day, I checked again and all were 185 except # 8. it was 150. Readjusted valves and all are 185 again. Still seems to develope a slight miss when warm at idle.
One more thing for those still reading this. I went to muffler shop to get estimate on running pipes over axle and the guy told me mufflers were on backwards. Don't know how he figures that as they weren't marked in and out. does it make a difference?

where are you located? they should not allow 14 deg of initial timing. anyway reduce timing to 8 degrees it will run like junk but will clean up the part of the emissions they look at. yes i know it is counterintuitive, just do it. once its hot lean out your fuel mix screws until it almost dies, run a 205 thermostat. and fix the miss. it will not pass calif or probably az standards if it has a miss.

some mufflers are directional.

if you just need tags in az, give them an address outside of maricopa county like flagstaff, they do not require smog there.

I don't have any expert advice for you on this...but...wtf! Even out here in Hawaii I don't need an emissions check. They don't have a grandfather clause in AZ for like 35 or 40 year old cars? I have a race car engine in my car with no smog anything....I would die if they told me that I had to do emissions. Remind me not to move to Arizona.

I know it's been a while but, I finally got this thing though emissions. The valves were bugging me and I finally figured out that for some reason, they were too tight. I went back through them and and found 2 or 3 that had to be backed off about 1/8 turn. (to get zero lash) Double nutted them to keep them in that position.
