'70 Gauge cluster lights not working

Default '70 Gauge cluster lights not working

I did some searching around on this topic, and I tried a few things. This all started a while ago. I had the dash out for rust repair, and, when I put the dash back together, the gauge lights didn't work. The lights worked prior to this. I took the plug out and put it back in, thinking I didn't get it seated right, and put it back in and the lights worked temporarily. The heater control lights also don't work. My dome light doesn't work but that's probably unrelated. All of the other lights work.

So far I've checked the condition of the harness going into the cluster, and it is good. The circuit paper is separating but the wire is not broken. I changed the switch as suggested in other threads having the same issues. Pin 15 on the harness is not connected to anything. The wire is black and according to my wiring book it is the ground for the cluster. When I connected this to a ground using my test light, it doesn't light up until the ignition is switched on and the fuel gauge does not work with this wire grounded. Everything in the cluster works... with the exception of the lights.
